Indicators and systems of the integrated environmental and economic accounts. Degree of implementation: the state of the art.
Abstract
National accounting systems and standard indicators fail as a measure of environmental quality and social well being. Since 1980s some reforms and initiatives were launched for improvement: extending the central framework of the System of National Accounts (SNA) (United Nations, 1993), integrating the economy and the environment in a System of Integrated Environmental and Economic Accouting 2003 (SEEA-03) (United Nations, 2003) and obtaining structural indicators. The purpose of this paper is to review how both the national accounting systems and standard indicators have developed until today, its strengths and shortcomings. How they are applied to the different countries. What pattern has been observed in counting systems and indicators, and which is the relation between them.
